Report: Bizmen ply

By MARCIA KRAMER _____ ______
DaHy fvfews City HaH Bureau C^iel
Mayor Koch, members of the Board of Estimate and the
Democratic clubhouse organizations have raked in a whop-
ping $30 million in campaign contributions in the last five
years, mostly from fat-cat donors doing business with the
city, according to a report released yesterday*
State Sen. Franz Leichter ^Jitfihopses* ■*.
(D-Manhattan), in releasing Joining Trumjyon the list
his report on campaign con- of the “top fife” donors
tributions, said yesterday re- were; developer Cjerald
search had uncovered “an Guttermam wlo recently

and also to the county com- rdUU'lutitrcis, $34p*Q00 rftpfrert:
mittees in an apparent effort
to influence city actions.”
“One can only conclude
that money does govern deci-
sion-making in New York Ci-

Cozy relationship”
Leichter’s report comes at [ space rented) by the city,
a time when prosecutors and $297,000, and Bear Steam
other municipal critics have
blamed some of the city’s
corruption scandal on the
cozy relationship between
those with money and those
with political power
Leichteris research direc-
tor, Mike Weber, found that
the 200 largest contributors
gave a total of $10 million,
and that 60 % of them had
top 50 big givers, 70% did
business with the c ty.
The biggest don( r was de-

Need for limits
Leichter said his findings
pointed up the need for the
state to enact all-encompas-
sing campaign contribution
limits.
Responding to the report,
Koch agreed campaign finan-
cing reform was needed but
he lambasted Leichter,
saying he should take his
campaign to the steps of the
-Statehouse in Albany, not Ci-
ty Hall. —
